PUBLIC SESSION MINUTES

ATTENDANCE: The following members were in attendance:

Emil Cappetta, DDS; Patricia Delaney, RDH, Ed.M; Maxine Feinberg, DDS; Alexander Hall, DMD; Ms. Karen Golding; Sally-Jo Placa, DMD; John Ricciani, DMD; Arnold Rosenheck, DMD

OTHER ATTENDEES: Deputy Attorneys General Nancy Costello Miller and Joseph Donofrio; Cecilia Moreira, Senior Management Assistant; Michael Dominach, Paralegal.

ABSENT AND/OR EXCUSED: Ms. Belinda Caraballo; Peter DeSciscio, DMD; Herbert Dolinsky, DDS; Beverly Kupiec, RN, Ph.D.

NOTE: The Public Session Agenda commenced at 10:00 A.M.

I. APPROVAL OF MINUTES: December 5, 2007 - Approved as amended.

II. COMMITTEE REPORTS:

1. Credentials:

Dental Auxiliaries:

- Samantha Fisher - Application for a dental hygiene license by credentials. Ms. Fisher meets the requirements for licensure. The committee recommends approval.

- Carla Cantiello - Application for a registered dental assistant. Ms. Cantiello meets the requirements for licensure. The committee recommends approval.

- Kerry Kelly - Application for a registered dental assistant. Ms. Kelly meets the requirements for licensure. The committee recommends approval.

- Christine Horn Glacco - Ms. Glacco graduated from dental hygiene school in 1978. She has not practiced dental hygiene for approximately 25 years. She recently took a refresher course at UMDNJ and is requesting clarification as to what other requirements she needs prior to applying for licensure. The committee recommends that she take NERB.

Dental:

- Dr. Ramin Kashani - Application for a dental license. Dr. Kashani took the WREB exam. The committee determined that Dr. Kashani does not meet the requirements for licensure. He does not have the five years of practice in one state and the WREB exam is not comparable to NERB. The committee recommends that he be advised that he must take NERB in order to obtain a New Jersey dental license.

- Dr. Brian Gelfand - Application for a dental license. Dr. Gelfand took the Southern Regional Boards. The committee determined that Dr. Gelfand does not meet the requirements for licensure. He does not have the five years of practice in one state and the Southern Regional Board exam is not comparable to NERB. The committee recommends that he be advised that he must take NERB in order to obtain a New Jersey dental license.

2. Continuing Education:

The committee recommends approval of seven continuing education courses. The Board approved these recommendations.

III. REQUEST FOR CLARIFICATION FROM THE BOARD OFFICE:

1. WREB Licensing Examination - The Board determined that the WREB exam is not comparable to NERB. This matter will be discussed at the February 6, 2008 meeting.

2. Renewal of Enteral Sedation Permits - The Board office requested clarification of the number of continuing education credits required for renewal of the enteral sedation permits. The Board determined that the permit holders do not have to take an additional twenty hours of continuing education for the first renewal of the permit.

IV. REQUEST FOR REINSTATEMENT OF LICENSE:

1. Dr. Alfred Sabato - The Board reviewed a report from the Professional Assistance Program in follow-up to Dr. Sabato’s request for reinstatement of his New Jersey dental license. The Board determined that a Consent Order be sent reinstating his license with no clinical practice until the Board has had an opportunity to review correspondence from physician’s stating that he may practice safely. The Board requested that Dr. Sabato address the child support issues.

V. OTHER MATTERS:

1. Dr. Azriel Rauzman - The Board reviewed a request for a change of name on his license. The Board determined that Dr. Rauzman be advised that he must first submit proof of a legal name change.

VI. APPEARANCES:

1. 10:00 A.M. - Dr. David I. Kalter - Request for reinstatement of his New Jersey dental license which was voluntarily surrendered on July 25, 2007. This matter was moved to Executive Session.

2. 10:45 A.M. - Dr. Lawrence J. White - Dr. White appeared before the Board concerning his request for reinstatement of his New Jersey dental license. The matter was moved to Executive Session.
