ADVISORY COMMITTEE Minutes of January 13, 2009 Public Session CALL TO ORDER The meeting of the Home Inspection Advisory Committee was called to order by Chairman Michael Del Greco at 9:45 a.m. in the Monmouth Conference Room, seventh floor, 124 Halsey Street, Newark, New Jersey. All parties were duly notified of the time, date and place and all pertinent material had been provided. SUNSHINE LAW ANNOUNCEMENT Joseph Grabowy read the statement required by Chapter 231, Laws of 1975, known as the Open Public Meetings Act, and announced that notice of the meeting was prepared in the office of the Committee and mailed to the Secretary of State, the Star-Ledger, the Courier Post, the Bergen Record and the Atlantic City Press. APPROVAL OF MINUTES December 9, 2008 The Committee reviewed the minutes of December 9, 2008 and, on a motion by CM Fitzpatrick, second by Vice-Chairman Casper, voted to approve the minutes as amended. REPORT OF THE EXECUTIVE DIRECTOR Executive Director Arthur Russo reported the following home inspector statistics as of January 8, 2009:
Actively licensed home inspectors 726 ED Russo indicated that the continuing education courses submitted by Jonathan Dixon will be reviewed at its next meeting. APPEARANCE BY PATRICIA SCHIRIPO, REGULATORY ANALYST Ms. Schiripo appeared before the Committee to discuss the proposed changes to its regulations codified at N.J.A.C. 13:40-15. After reviewing the proposed changes the Committee, on a motion by CM Fitzpatrick, seconded by Vice-Chairman Casper, approved the proposed changes. Incoming Correspondence
Bruce Ensor Mr. Ensor is inquiring about the standard guide for a property assessment baseline/property condition assessment After reviewing this correspondence the Committee concluded to advise Mr. Ensor that it only has jurisdiction over residential one to four family buildings and not commercial buildings.
Keith Scherzinger, PE Mr. Scherzinger is in the process of establishing a new home inspection school in Southern New Jersey. The Committee reviewed Mr. Scherzinger’s correspondence and will refer him to the NJ Department of Education for approval of his home inspector school. Additionally, the Committee requested a copy of the home inspector curriculum, in an electronic format, for its review. Outgoing Correspondence
