Public Session

CALL TO ORDER

The meeting of the Home Inspection Advisory Committee was called to order by Chairman Michael Del Greco at 9:45 a.m. in the Monmouth Conference Room, seventh floor, 124 Halsey Street, Newark, New Jersey. All parties were duly notified of the time, date and place and all pertinent material had been provided.

SUNSHINE LAW ANNOUNCEMENT

Joseph Grabowy read the statement required by Chapter 231, Laws of 1975, known as the Open Public Meetings Act, and announced that notice of the meeting was prepared in the office of the Committee and mailed to the Secretary of State, the Star-Ledger, the Courier Post, the Bergen Record and the Atlantic City Press.

APPROVAL OF MINUTES

January 13, 2009

The Committee reviewed the minutes of January 13, 2009 and, on a motion by CM Fitzpatrick, second by Vice-Chairman Casper, voted to approve the minutes as submitted.

REPORT OF THE EXECUTIVE DIRECTOR

Executive Director Arthur Russo reported the following home inspector statistics as of February 2, 2009:

Actively licensed home inspectors 728
Expired home inspectors 54
Inactive home inspectors 77

ED Russo discussed a memorandum from Lawrence DeMarzo, inquiring if the number of continuing education units (CEUs) for home inspectors is sufficient. After discussing this matter the Committee on a motion by CM Fitzpatrick, second by Vice-Chairman Casper, agreed that 40 CEUs for each biennial period was adequate.

Incoming Correspondence

Mark Nobile
RE: Clarification of Licensure Status
January 7, 2009

Mr. Nobile has requested his Associate Home inspector license number not appear on the Committee’s on-line directory.

After reviewing this correspondence the Committee staff will follow-up with Print Production to address this matter.

Richard Moses
RE: Advertising
January 6, 2009
Mr. Moses inquired if a home inspection company which does not employ a licensed home inspector can advertise as a home inspection company.

The Committee reviewed Mr. Moses’s correspondence and will advise him to file a complaint and to include all supporting documentation.

James A. Levy
RE: Inspection 21
January 27, 2009

Mr. Levy is attempting to obtain his certificates of completion from Inspection 21 from the various modules he completed.

The Committee reviewed this matter and concluded it was outside its jurisdiction and will refer it to the New Jersey Department of Education. In addition, the Committee will advise Mr. Levy that he may wish to retain an Attorney to resolve this matter.

PUBLIC COMMENTS

David Goldstein spoke about A1630, which would require licensed home inspectors to report an energy analysis for each home inspected for a buyer in contemplation of purchase. It was introduced on January 8, 2008 and is currently pending in the Legislature. He has written position papers on the bill and stated that the New Jersey Association of Realtors (NJAR) supports the bill.

Jonathan Dixon, PE, PP, discussed his submission of prior continuing education courses which were previously rejected since they dealt more with engineering issues rather than home inspections. Mr. Dixon agreed to provide additional supporting documentation in order to acquire his continuing education credits.

MOVE TO EXECUTIVE SESSION

On a motion by CM Fitzpatrick, second by Vice-Chairman Casper, the Committee unanimously voted to enter into Executive Session.

RETURN TO PUBLIC

On a motion contained in the Executive Session minutes, the Committee re-entered into Public Session to adjourn.

ADJOURNMENT

On a motion by CM Fitzpatrick, second by Vice-Chairman Casper, the Committee voted to adjourn the meeting at 4:00 PM.
