MINUTES
NEW JERSEY STATE BOARD OF ARCHITECTS March 12, 2009 Public Session I CALL TO ORDER The regularly scheduled meeting of the Board was called to order at 9:15 am in the Union Conference Room on the third (3rd) floor at 124 Halsey Street, Newark, New Jersey.
OTHERS PRESENT: B. Michelle Albertson, Deputy Attorney General; James S. Hsu, Executive Director, Board of Architects; Margaret Hinkley, Secretary to Executive Director of the Board of Architects; Joseph Abello and Beverly Rankin of the Board of Architects. ALSO PRESENT: Charles Kirk, Assistant to Executive Director of Board of Architects II OPEN PUBLIC MEETINGS ACT The statement required by Chapter 231, public laws of 1975, the "Open Public Meetings Act," was read and it was announced that notice of this meeting was prepared in the office of the Board of Architects and mailed to the Secretary of State, the Newark Star-Ledger, the Trenton Times, the Camden Courier-Post, the Record and the Atlantic City Press. III APPROVAL OF MINUTES February 26, 2009 Editorial change was made to page 2 under announcements. ACTION: Mr. Zaccone motioned to approve the minutes as amended. Mr. Joshi seconded the motion. It passed unanimously. IV ANNOUNCEMENTS Executive Director Hsu announced the following: – Darlene Kane, Budget Officer, Division of Consumer Affairs will attend the April 9th meeting to discuss a credit to all architects for the 2009/2011 biennial renewal. – Peggy made Irish soda bread for the Board in celebration of St. Patrick’s Day. – He will possibly miss the April 9th meeting depending on his recovery from having surgery at the end of March. – Patricia Schiripio, Regulatory Analyst, Division of Consumer Affairs, will be meeting with the regulation sub-committee to review the draft landscape architect regulations. Mr. Kniesler announced that he recently attended the CLARB Spring Meeting including the Member Board Executive Director’s meeting, where he announced that the Executive Director of the New Jersey Board will be retiring in June. The other Executive Directors had nothing but good things to say about James Hsu and his contributions to CLARB over the last 15 years. Also discussed at the meeting was CLARB’s LA CEs program which was approved and now accepting continuing education courses for review and approval. Mr. DeMassi announced that he will be attending the NCARB Joint Region meeting between Regions 1, 2 and 3 will be held in Savannah, Georgia on March 19-22, 2009. V OLD BUSINESS No business was discussed VI NEW BUSINESS A Correspondence Copy of a February 24, 209 letter from Erica Smedley Cox, Education Manager of The Construction Specifications Institute requesting the Board to review and amend N.J.S.A. 35:3-26(c) to include that CSI CEN is a certified provider of continuing education courses. Copies of their provider standards manual, sample courses and transcripts were reviewed by the Board. ACTION: Mr. Zaccone motioned to send a letter advising that CSI should submit their courses to AIA or the other providers listed in N.J.A.C. 13:27-4A.3 for approval. Mr. Joshi seconded the motion. It passed unanimously. B Information Copy of NCARB’s Fast Facts dated February 27, 2009 concerning IDP paper reports; ARE information; IDP Guidelines; Updates from the Education Directorate; New Monograph on Heating and Cooling Design for Buildings; and the 2009 Annual Meeting and Conference is attached for Board information. ACTION: Duly noted. C Legislation A3765 - Established 18-month moratorium on promulgation of new administrative rules and issuance of new policy circular letters by State agencies. ACTION: Mr. Zaccone motioned to amend this legislation to exclude all licensing boards within the Division of Consumer Affairs from the 18-month moratorium, because these professional boards are protecting the health, safety and welfare of the public by establishing guidelines through regulations for their respective professions. Mr. Kniesler seconded the motion. It passed unanimously. D Landscape Architect Examination and Evaluation Committee February 18, 2009 minutes ACTION: Mr. Zaccone motioned to accept the Landscape Architect Committee minutes as presented. Ms. Goté seconded the motion. It passed unanimously. E Interior Design Examination and Evaluation Committee January 7, 2009 minutes ACTION: Mr. Zaccone motioned to accept the Interior Design Committee minutes as presented. Mr. Joshi seconded the motion. It passed unanimously. VII REVIEW OF APPLICATIONS A. Applications for Licensure by Credentials The following individuals have applied for licensure by credentials, have met board requirements and are recommended for licensure: * - NCARB Council Record Holder
Bruce, Ryan R.* Hauptman, Andrew G.* Martin, John C.* ACTION: Mr. Joshi motioned to approve the above individuals for licensure by credentials. Mr. Zaccone seconded the motion. It passed unanimously. B. Applications for Examination The following applicant/s applied for admission to the Architectural Registration Examination and are recommended by staff:
Craig Adams Antonietta F. Alberto Andrew C. Brown ACTION: Mr. Joshi motioned to approve the above individuals to take the ARE. Mr. Zaccone seconded the motion. It passed unanimously. BOARD TO REVIEW Gregory Goossen - Answered yes to questions 8 & 9 pertaining to being arrested, indicted, tried etc. and convicted of any crime or offense in any other jurisdiction. Order of Dismissal to be reviewed by the Board. ACTION: Mr. Zaccone motioned to table this matter and request Mr. Goossen obtain certified copies of the following: sentencing transcript; guilty plea transcript; judgment of conviction and indictment document. Mr. Joshi seconded the motion. It passed unanimously. C Licensure by Examination The following applicant/s have completed all Divisions of the Architectural Registration Examination and are submitted to the Board for licensure:
Brian m. Koczan Kurt L. Koevenig Andrew M. May ACTION: Mr. Joshi motioned to approve the above individuals for licensure inasmuch as they have completed the ARE process. Mr. Zaccone seconded the motion. It passed unanimously. D Certificate/s of Authorization

Matsinger - License #AI009435 Summary: This application for a Certificate of Authorization to offer architectural services only is submitted by two New Jersey architects who own 85% of the shares in business with three unlicensed individuals who own 15% of the shares. This application appears to comply with statutory requirements. ACTION: Mr. Joshi motioned to issue Certificates of Authorization to the above noted firms. Mr. Horii seconded the motion. It passed unanimously. VIII LANDSCAPE ARCHITECT APPLICATION REVIEW A. New Jersey Test The following individuals have completed their application for licensure without examination and will be scheduled to take the New Jersey Test pending approval: Page, Patricia Michaelides, Alec Ruggiero, Cesira ACTION: Mr. Kniesler motioned to suspend the New Jersey test requirement and approve the above individuals for licensure. Mr. Zaccone seconded the motion. It passed unanimously. B. Initial Licensure by examination: The following individuals submit completed applications for licensure for determination of their eligibility to sit for the Landscape Architect Registration Examination (LARE). Moran, Jaryd ACTION: Mr. Kniesler motioned to suspend the New Jersey test requirement and approve Mr. Moran for licensure. Mr. Zaccone seconded the motion. It passed unanimously. IX CLOSED CASES ITEM NO. 57897 - MATARAZZO, Michael - Not Certified / Michael Matarazzo Landscaping ACTION: Subsequent to reviewing the information submitted, the Board unanimously voted to accept the information and close this matter. CASE CLOSED. X PUBLIC COMMENTS Seeing no one present from the public, Mr. DeMassi proceeded to the next item on the agenda. XI EXECUTIVE SESSION At 10:23am Mr. Zaccone motioned to go into executive session for the purposes of approving the minutes and discussing the disciplinary matters on the agenda.
