Legalized Games of Chance Control Commission Home Page

The Commission oversees the operation of games conducted pursuant to the Bingo and Raffles Licensing Laws by approximately 12,000 charitable, educational, religious, patriotic, public-spirited organizations and senior citizen associations and clubs organizations currently registered to conduct legalized games of chance, such as bingo games and raffles, throughout the state. Along with determining an organizations eligibility to conduct legalized games of chanceand registering the organizations, the Commission is responsible for enforcing the laws that presently govern the $85-million-dollar-a-year industry, commonly known as charitable gaming.

Also, the Commission oversees the operations of approximately 1,000 Amusement Games operated at recognized amusement parks, seashore or other resorts or agricultural exhibitions (county fair).

Application for Bingo and Raffle License  
These forms are used by organizations registered with the Legalized Games of Chance Control Commission that wish to conduct a bingo game or raffle. The form is completed and submitted to the municipality in which the activity is to take place.

Application for Amusement Games License (pdf file, 124K)  
This form is used by anyone who wishes to operate an amusement game at a recognized amusement park, seashore or other resort or at an agricultural exhibition (county fair).

Off Premises Draw Raffle awarding merchandise as a prize  
Organizations registered with the Legalized Games of Chance Control Commission use this form as a guide to ensure that all of the required information is printed on the ticket sold to participate in an Off Premises Draw Raffle awarding merchandise as a prize. Two copies of the sample ticket should be submitted to the municipality along with the Raffle Application.

Off Premises 50/50 raffle awarding cash as a prize
Organizations registered with the Legalized Games of Chance Control Commission use this form as a guide to ensure that all of the required information is printed on the ticket sold to participate in an Off Premises Draw Raffle awarding cash as a prize. Two copies of the sample ticket should be submitted to the municipality along with the Raffle Application.

Minutes of previous Commission meetings are posted here. Minutes of a Commission meeting are approved at a subsequent Commission meeting. The minutes are usually approved at the next monthly meeting.

Amusement Games Listing  
This section contains an alphabetical listing of all amusement games approved for use in New Jersey pursuant to the Amusement Games Licensing Law. The games are operated at amusement parks, boardwalks, and county fairs. The name and number of the game is necessary to complete an application for a license to operate the game.

Amusement Games Certification of Permissibility  
This section contains the rules of the game. It can be helpful to operators and players. Knowing how the game must be played will make the experience more pleasurable.

This section contains the law creating the Legalized Games of Chance Control Commission, defining its powers and duties, authorizing the Commission to conduct investigations, to investigate and enforce the administration of the Bingo Licensing Law and the Raffles Licensing Law, and to adopt, amend and repeal regulations governing the administration and conduct of games licensed under the laws. Also contained in this section are the Bingo Licensing Law, the Raffles Licensing Law and the regulations governing the conduct of bingo games and raffle, which includes any allotment of prizes by chance.

In February 1993, the Office of the Amusement Games Control Commissioner was abolished and all power and authority to administer the Amusement Games Licensing Law was transferred by Executive Order to the Legalized Games of Chance Control Commission. All references to the Amusement Games Control Commissioner now refers to the Legalized Games of Chance Control Commission. This section contains laws defining its powers and duties, authorizing the Commission to conduct investigations, to investigate and enforce the administration of the Amusement Games Licensing Law, and to adopt, amend and repeal regulations governing the administration and conduct of games licensed under the laws. Contained in this section are the Amusement Games Licensing Law and the regulations governing the operation of amusement games.
